• I'm fairly sure it does. I just threw away a Manfrotto bag today (don't judge/got better ways to carry gear). I think it came with that tripod.

• Yes it does. It is a drawstring style bag for one shoulder, some people may either appreciate this or not but it is bigger than it needs to be (baggy and has almost half a foot more height than needed). This makes it very to easy to take the tripod in and out, but I could see someone just looking for protection and planning to mount it on the side of a larger backpack expecting something more form fitting.
