• I assume they were limited stock, first come first serve basis. I managed to get one at my local best buy after release with a copy I bought.

• Yes it does. Unfortunately it is a limited quantity. So you had to be one of the first ones picking up your game to get the steelbook.

• Mine did and should have come with either version, PS4 or One. I had mine mailed to me and both came in same package
