The Deluxe Edition comes with the preorder bonus content, you just don't have to preorder it do get it. It is a part of the Deluxe Edition, regardless if you preorder or not.

On the card that has the UPC to scan for pre-order available in store, it says the Deluxe Edition includes the standard edition game, standard edition pre-order items and: Scavenger Armor, Pathfinder Casual outfit, Pathfinder Elite weapon set (4) plus much more. There is other deluxe ediftion exclusive content that is only available with the deluxe edition though.
