Yes, you should be able to simmer. The small burner on the rear right side goes to a very low flame. I do find it easy to forget to turn the burner control to the full counter-clockwise position which is the lowest simmer position. With no pan over the burner, you can check this for a low flame still visible with the control turned fully counter-clockwise. If you still have a high flame, then there must be a problem with the gas feed control to the burner requiring calling the seller (if still covered by a purchasing warranty) or Maytag to locate a service technician nearby.
