It means that it will only be tied to one Microsoft Account. That one account will have 1TB of OneDrive cloud storage as well as the rest of the Office 365 perks like being able to be installed on multiple devices.

As a non-technical person, my understanding is it would be installed on one computer or using one ID. It would be installed on My computer, but it could also be used on MY laptop, because the same ID would be used and recognized. If it's for multiple users, like up to 3 users, it could be added to three computers with each using their separate account or ID because up to three IDs would be recognized.
