You only need to be on WiFi if the game requires it to play. Some games like GTA for example have the main story which you can play without WiFi at all. However to play online multiplayer you need to be connected. Please note some games like Destiny for example are online only and you can tell by looking on the game case itself.

No, an active internet connection is not required to play games offline as long as that game supports offline play. Online-only games and online multiplayer require an internet connection and an active Xbox Live Gold membership.
