Yes, you certainly can. The Surface 3 runs Windows just like any PC (desktop or laptop), so your options for wide open. When you go to Dish Anywhere and begin viewing you will likely be prompted for a quick "add in" to be installed to make sure they can protect the content (as they don't want it recorded, etc.). But viewing is not an issue at all - I use it to stream online content from Dish as well as stream content recorded on my DVR.
