Yes, i succesfully run two 4k monitors and the tablet screen without quality or performance issues. Im using the Surface Book i5

Yes! Get the type C to (your connection type) go to desktop right click. Setup mirror or extend. You can also setup your laptop to be a main screen and use the others to Hse two monitors. I have two 32” Samsung monitors a Surface 2 and the dock. Works beautifully Good luck
