• Yes, this uses a USB charger and will work with an active stylus.

• The charger from a Surface Pro 3 would work on the New Surface Pro. However, if you have the Surface 3 Model with the micro USB charger, that will not work on any of the Surface Pro, Book or Laptop models. The Surface 3 Pen may or may not work. I have not tested it out.
