• Yes. The Surface Pro is the go-to product for a tablet with full Windows capability. I have found very few items (hardware and software) that are incompatible. Normally the incompatible items are much older products.

• It will run pretty much all programs compatible with windows 8. I don't know the particulars of your vpn setup but I don't see why it wouldn't.
