• Yes, the Surface Pro will run full programs. The model that does not do this is the Surface Go.

• Yes you can. You just need to make a quick change on a setting. You need to go to Settings -> Apps menu. See my attachment. Now if you had the Surface GO - you'd have to update from Windows S to Windows 10 Home in order to do so. But that's not the case with the Surface Pro 6. Hope this helps!
