• On the newer surface pros, only the ones with the i7 processor have a fan. And it is very quiet. I own one and I love it. If you do not want one with a fan, you can get the i5 or i3 models.

• Regarding the latest Surface Pro 7 series, the i5 model is fanless, the i7 model does use a fan that kicks-in when crunching heavy data. The i7 also has a better GPU.

• Not a 110% sure but I don't believe they do. Used a surface at work on and off for over year and have never heard any noises other than the audio.
