It has a built in IMEI / SIM that you can buy data on. Or you can put in a sim card the device is unlocked if you buy it outright from BB (not thought a phone company) then you can use any cell service you want. I am looking at using built in with small data plan and while overseas buy a local sim when I arrive. Hope this helps. This will let wife tether off my surface on her laptop.

I’ve never tried that option which is SIM 2 in the options. (2). External SIM card just like your cell phone. It works on any network, in the US at least. It’s SIM 1 in the options. I’m assuming if you got an international SIM card or have that ability thru your provider, it will work just like most smart phones. When I was researching this Surface, I read in several articles that it was made for worldwide sales. My suggestion? Get with your carrier and see if their SIM cards work on world wide networks. BTW: I LOVE mine. I had a Surface without the LTE option. I really liked the portability, but had issues connecting it to my phone’s mobile hotspot. This is always connected — either via Wi-Fi or LTE.
