Yes, sort of. Like any Windows computer, it comes with basic apps that utilize a touch display, which the surface has. If you buy the pen, it will have some pretty marvelous drawing capabilities. But if you are doing serious work, you will probably want an editing application. You can check out some freeware apps, such as GIMP.
