“Why is the screen like this I've tried to turn it off holding the power button for 10 seconds. It won't turn on or off I've tried the Ctrl, alt, del buttons but nothing. It was flashing before it did this..is it a bug?”

Bring it to the Geek Squad or a Surface pro authorized service center and have them reset it for you.
