The product you as asking about is only the keyboard, with a pen. It attaches to the Surface table, which is made by Microsoft. If you are looking for a small portable computer, the Surface tablet with one of the attachable keyboards is an excellent choice. It does everything a laptop will do. There are 6 different models to choose from and different capacities with each model.

Microsoft owns Windows, this runs Windows 10 for ARM

If you have an Android phone it syncs perfectly. And, no it's ran on windows 10 platform.
