• Yes he can, but in the beginning you need the internet connection to download the game and for the actualizations of the console and game, then you can play offline

• He will need Internet to at least download the games because it comes with a code not the physical game however after that it can all be played on the system without being connected

• I had to download Minecraft to my console. They only include redemption codes.
