Yes, it can. Just lean the vaccum up against the wall and then charging cord plug in right below battery And other end into the wall. The only thing the mount does is make it look nice and more uniform. You can charge it anyways laying down, etc. I don't have mine on mount and just standing up leaning against the wall. Hope this helps.
