• This watch does show time even without a phone. However, to use smart features it must be connected to a Wi-Fi network.

• Hello! The watch without a phone doesn't start up as the initial WearOS setup requires a phone to connect to it (just the first time). After the first initial setup, he may tell the time and use a number of Wifi only applications (like Facebook Messenger) or Record voice with applicable products (using apps like Recordr). • It won't do much - in fact it won't even tell time. The watch depends on it's connection to a smart phone for everthing, including the time. He should either save for a smartphone or look at a conventional watch.
