“Can you use Google voice/Hangouts instead of a carrier? (Wifi from home network or hotspot)”

• This phone is set up with a Google account and uses wireless, so, yes? This question seems too easy so I'm worried that I may be missing something. Any device that can have google hangouts installed on it, use the internet, and has a camera should be able to do this just fine. I've never heard of an android phone that can't?

• Yes. You might still need to insert an old SIM card whether it's active or not, just so the phone will work though.
