• You mean the discounted price for activation in store? That's an incentive because Best Buy doesn't make money (sometimes they lose money) off the sale of the phone. They make money if they activate a service for you (Verizon, AT&T, Sprint) or you buy protection and/or accessories.

• Most carriers you can just take the sim card out and place it in the phone but some you will have to write down the imei number and give it to them
