If there is a best buy in Venezuela. If not I don' t know if there is a carrier in Venezuela that best buy in the states can activate you with. If I were you I would buy it without activation you won't be locked into a contract and you can choose your own carrier in Venezuela. Hopefully one without a contract of one or two years. Therefore you would be free to access the best rates.
