Whether your phone is locked or not, you have to subscribe to a telephone service provider. "Unlocked" just means you can go to any technologically compatible service provider, not just the one your "locked" phone is locked into. And with any subscription you have to have your phone "activated", i. e. insert a company SIM chip and have it registered on the provider's network. For international use, you have to subscribe to a local service provider in that country. Some American providers have agreements with international providers that allow use of their services without getting a separate subscription. My T-Mobile family plan, for instance, lets me make free calls to the US from almost anywhere in the world, with a small charge for calls to numbers outside the US (including the country I'm in :-)).

You can use this phone outside the US. However, we can't guarantee that all carrier features outside the US will work with this phone.
