It will work on wifi without cell service. So you can use email, surf the net. use Skype, etc even if you don't have a cellphone data plan as long as you are connected to wifi.

It's got 4gb ram which allows anyone to do about 95% of stuff people use smartphones for. YES! you can set up this phone with multiple email accounts from multiple services like yahoo or AOL (if you're over 60 and still pay for email) Or Google (they're always watching+listening anyway) and many others. 64gb internal storage, duh. It's also got a slot for nano sim card and a micro USB card up to some number that's too big to still operate smoothly. Can't go wrong with this phone plus a 64gb memory card on top. Idk about the data question.
