I would not buy without checking the frequencies in your country. here the ones for the moto z CDMA (850, 1900 MHz) GSM / GPRS / EDGE (850, 900, 1800, 1900 MHz) UMTS / HSPA+ (850, 900, 1900, 2100 MHz) 4G LTE (B2, 3, 4, 5, 7, 13)

I don't believe so. Verizon has it as an exclusive for the first few months and I'm pretty sure it's locked, even if you get the full price off contract one.
