Hello, Kmac! This is a hardware condition. Please know that digital tilt means that the camera will not move up and down. It gives you a wide view of the image and you can zoom into the upper or lower part. If you would like to use this option through the app, you can pinch your screen to enlarge the image. As for the issue with picture-in-picture feature, we'd suggest to reset the camera. You can do this by turning off the camera, pressing and holding the pair button, turn on the camera until you hear a beep. After this, you can attempt to repair the camera to the parent unit.
