“Connected to the LAN through an Ethernet cable to cable modem / router, the download speed is never greater than 8.9 mbps. I have replaced the cable with others, and reinstalled all network and LAN drivers to no effect. Running Windows 11 Home.”

I don't really have an answer but I get roughly 50mbps on ethernet and about 30mbps on wi-fi.
