Yes it can. You won't get the cool autolog features but it is definitely a game that can be played offline and by yourself.

Yes, you can play the career mode offline as well as the free drive so you can explore Seacrest County. BUT, the REAL FUN is playing online against other people. I'd suggest playing through the career mode to level up and get used to the game, open up all the cars, and THEN go online and join a lobby on Autolog.
