Although, you may not need cell service, you need to have home Wi-Fi to which both the tablet and Nest Hub Max should be connected to set up and use Nest Hub Max. Once set up and connected to a Wi-Fi, you can use most of its features, including Google Assistant, playing games, playing music, adjusting volume, and much more without needing a phone or tablet.
