Routers do not require the internet. They create networks which can be utilized with or without an internet connection.
Sorry, there was a problem. Please try again later.I have a 4 year old HP LaserJet Pro 200 M251NW and I can print directly from my Samsung S9 phone, no router needed. Hp device puts out its own wifi signal.
Sorry, there was a problem. Please try again later.It actually didn’t and wouldn’t work. Stated on the box that an internet connection was necessary, which I did not know until I purchased it. Called tech support - told me the same thing - will not work without internet. I tried for several hours. Fortunately, I found an old Netgear router (maybe 14 Year’s old?) and that worked right away. I had no problem with Windows computers, but Apple products were a no go on this router, but fine with the really old one.

Sorry, there was a problem. Please try again later.All routers should work WITHOUT an Internet connection. The router delivers IP ADDRESSES across your network so each device (printer or computer) can get an address and thus be able to "talk" to each other. When my Internet is down, my router still delivers IP addresses (what you need) but the connection says LIMITED, NO INTERNET, but your internal (home) network still works.I answered this for future inquiries as you have probably figured this out already. You want to print straight from your phone wirelessly but with no internet? Maybe that could be done with a switch, rather that a router? Probably someone ELSE Could answer that. I have never tried what I think you are saying
