• If the games are saved on the ipad then you do not need a wifi signal but if you want to play game online then you will need a wifi signal or a data plan for a cell phone carrier.

• This will pull wifi in .. it will not broadcast it. You will need a router for that.

• You will need a computer with an operating system that can set up a WIFI network, such as an Apple OS. The IPADS will sense the network or create the network and you just input the correct answers to the security questions to allow them to communicate. The answer to your question is that you don't need the internet, because it will be a private network.
