“I need to extend a WEP wifi signal that's in a separate building 300ft away. I have to put the extender in the building that doesn't have the router in it. I don't have access to the router but i have the sign in name and password. Will this work?”

As long as you have an unobstructed line of sight between the two buildings, this should work if you setup the device in Bridge Mode. You will then connect devices to the wires ports on this. If you are looking to use this as a range extender, you will need to have an existing Netgear router that utilizes WDS and setup the existing router as a base station and the new one as a repeater.
