If you are dropping calls I would not expect an improvement if the phone is connected indirectly to the modem. Anything using the power line equipment is indirectly connected to the modem most likely through a router that is connected to the modem.

By the way most Wireless Routers for home today, now include a USB printer share port that would also meet your requirement.

That's the cell network coverage that might be spotty and the AC line extender won't effect that -- it's for ethernet. if you're on VOIP, then a wireless device might have better coverage with more access point strength.
