In principle, yes, but it would need to be designed specifically for charging size 18650 batteries. One of the customer-posted images suggests two batteries are connected in series within each camera, so you wanted to confirm if they are in series or in parallel. You'd want your solar charging system to recognize the charging requirements of such batteries to prevent damaging the batteries which could be very hazardous, or less seriously reducing the lifetime of the batteries. Note that if shorted out, an 18650 battery can be quite damaging. I had one short out while I was holding it in my hand. In less than a second its temperature rose to what would have given me a very serious burn, thus I dropped it immediately. A flame was coming forth from one end of the battery and it was propelled to the next room which was carpeted (synthetic fibers) where it melted several spots down to the floor level under the carpet until I was able to pick it up with an oven mitt and put it into a metal container to let it burn until it extinguished itself. It's probably in your best interest to abandon the idea. Instead you might consider a system of cameras that is powered by your home's electrical system, but switches to a UPS (battery backup) in the event your electricity goes out.
