“when I go to buy this when it says instock it allows me to add to cart. Then it will either say its actually out of stock or it will let me go all the way to pay and say they don't ship this item! why?”

Hi, try reloading the page after clicking checkout if it won’t let you complete the transaction. I was able to get my order placed by doing this.
