Second question....as far as i know there are no 240hz 4k monitors for consumer purchase. Every 4k monitor i see has at most 144hz, and they're a minimum of 800$. They are just now starting to release 1440p 240hz monitors, and i've only seen 2 so far. An HP Omen and a Samsung version. You're going to need at minimum an 8 core/16 thread cpu to keep from bottlenecking this gpu in my opinion. Anything lower isnt worth it for me. For intel that means you need either an i9 9900k, i7 10700k, or i9 10900k. For AMD that means a Ryzen 7 series at least. Idk if this helps you a ton but i answered what i could.

The performance difference will mainly come in the design of the cooler of which card is kept the coolest allowing the turbo to be active the longest and the power limit set. Aftermarket cards might have a higher powerlimit but again that only matters if you plan on overclocking the things.
