NO, you cannot use this controller or any bluetooth headset/controller for in game voice chat. From NVidia's site: "Like other gaming consoles, SHIELD TV does not support mic on Bluetooth headsets due to latency/audio issues with the standard Bluetooth protocol. We will look into trying to fix this in future software updates."

I ended up buying this product and no it does not work well with microphone. Appears to make separate bluetooth connections (one for audio, one for controller) resulting in constant disconnects of both.
