No, this can not output to two televisions.

Yes this receiver can deliver a video and audio signal to a second tv. On the rear panel you will see two hdmi outputs, one has the audio return channel, one does not.

I do not know about "two" TV's but you can connect your Comcast X1 signal to the receiver (Cab/Sat) and the output to (ARC out to TV). That is how I have it set up. I also have a Blu-Ray player and a phone connection.
i.e. I have learned that you can store your music onto a flash drive and output the music via the Net option on the receiver and remote.
I have not tried to connect a second TV or another X1 system.
