I would start with the device that is plugged into the receiver. Is the device Dolby digital compatible? If yes, check the audio settings in its menu. You may have to enable surround sound as some devices are set to just stereo or tv speakers as a default. The receiver should automatically pick up whatever signals it is being sent. You can also try the port that Dolby digital is working properly on and also use that cable to eliminate that as the problem.
