So I had the same problem. Same receiver. Pair your phone with it. Then go into your phone and forget the device (the receiver). Then go into Alexa app and find Bluetooth devices. It’ll show up. For some reason when you first go discoverable on the onkyo, Alexa can’t see it. But if you connect with another device and then forget with that device (my phone in this case) Alexa then finds it. Working great now. Took me an hour of resetting and resetting for nothing. Give it a shot. Good luck!
