Nothing is wrong, it's part of the features. I had one larger, same brand and it operates the same.
Sorry, there was a problem. Please try again later.I'm pretty sure it's to begin the blending process and to prevent damage to the blades so they last longer. A continuous blend may cause the blades to dull quicker whereas a sporadic blend at the start helps break down what is in the blender to make the actual process smoother. That is only a hunch but makes sense.

Kindly check the following for a possible fix: Is the jar positioned on the base correctly? Is the blade assembly tightened all the way? If your blender is getting enough power, then you may have placed too much material inside of it for the motor and blades to function. Carefully remove some of it, and try again.
