No. If you are going VOIP just hooking it to a modem will not work. You need a Service and equipment. There are different ones. I use OOMA. Initial base unit is $80.00 at Best Buy and the monthly charge is $19.83. Please review other VOIP options as if you don't need the extra handsets there are VOIP base/phone combos.
