Short answer is no they should not control both. These kits come preprogrammed together. If you wanted to change that though you just need to go into your hue app on your smart phone and reprogram the remotes.
Sorry, there was a problem. Please try again later.I believe by default out of the box, the remote will be synced with the bulb it comes in the box with. To get it synced with your other bulbs there are extra steps you will need to do. So yes you can have them both synced separately.
