No you have to have them on a network for them to work.

Please try again later.Just get a cheap router setup the network settings then connect the Hue Bridge Ethernet cable to the router then connect your phone to the router network even though you do not have internet. That should work. Hue does sells some accessories I believe it called the Hue Tap you probably could use that to control the lights without your phone and without having internet. Best of luck.
