The hub connects to your WiFi network; the lights connect to the hub. If your WiFi goes down, you can still operate the lights with Philips controllers that use ZigBee, although the phone app, Google Home and Amazon Echo etc. will not work since they use WiFi to talk to the hub.

The communication goes grom the phone to the router to the bridge, to the lights. Internet is needed for controls like remotely turning on the lights.
