Yep you can access using Hue app. But your hub should be always connected in internet.

Yes you can. Using the app, you are able to control them from anywhere in the world. And I have done! While on vacation to the UK, from the US, I would monitor my house through my video cameras and then adjust the schedules of my lights, randomizing them and checking them from almost 5000 miles away. Worked really well.

By access, I assume you mean get status and control them? Yes, either from the phone app or the myHue website.
