This doesn't not require the HUE Bridge to control. You should see a Bluetooth logo on the package, this means you can control up to 10 bulbs from the Philips HUE app on your phone. If you want additional features the app doesn't provide or have more than 10 bulbs then you will need the HUE Bridge.

Yes, you do need a hue bridge (only 1) 

Some Starter Packs are specially priced cheaper, but you have to catch a sales paper.

You can just use the app to control the lights or use Alexa like I do unless you plan to use a lot of the lights (up to 50) at which time it would be best to add the Bridge according to the Best Buy advisor. 
These lights add a lot to a room and are fun to play with, with the many color options available. Hope this information helps you Bree.
