• Yes, the lifter is needed to lift the handset so you can talk thru the headset. I bought a factory reconditioned one for $30. It works a-ok.

• Hello, the handset lifter is an accessory that allows you to have remote call control on your wireless headset with phones that do not support Electronic Hook Switch cable. It's not a required accessory to use the headset but useful if you need to be able to answer and end calls from your headset even when you're away from the phone.
