I also wanted the Charmander, Squirtle and Bulbasaur figures as shown in the first image. Unfortunately, I got Chikorita, Cyndaquil and Totodile instead. The employee at the store said all three sets are stored in their system under the same SKU and it was a random selection. I was offered a refund, but just decided to keep the set. There's no way to select the set that you actually want since the stores generally don't carry them.
