“I purchased a game using the app that the controller automatically suggest. In doing so it requested that it be purchased by sent to my micro soft account. Which in turn will not allow me to play it via the cloud.”

• I believe what you are referring to is the xbox game streaming app. In order to stream games to your phone without an xbox you need to have an xbox gamepass ultimate subscription. If you have any xbox one or xbox series type consoles you can stream a game from that to your phone

• If you are using this to play gamepass on the cloud, then you can only play those games available using the game pass application if you purchase the game on Xbox, then your only option is remote play.
